1、 Overview
The U.S. Food and Drug Administration (FDA) is responsible for the national administration of drugs, food, biological products, cosmetics, veterinary drugs, medical devices and diagnostic supplies. FDA's definition of food contact substances (FCSs): if a substance can be used as a component of food production, packaging, transportation or support materials without any technical impact on food, then the component can be called food contact substances.
General requirements for containers and materials in contact with food in the United States:
- the manufacturer can operate in accordance with GMP system (hygienic production quality management procedures and specifications)
- use of materials approved in accordance with regulations (U.S. FDA CFR 21 part 170-189)
- the approved raw materials shall meet the specifications (U.S. FDA CFR Part 170-189)
- any new materials entering the market must be approved by U.S. FDA

Vessels transported to California by sea must comply with California proposal 65 regulations (including the parts of vessels in contact with food, external decoration and the edge of the cup). Cover products include:
